The airport, ironically, stays busy because Tivat works well as a base for driving around the bay to Kotor, which is far more compelling in March and still quieter than summer.
**Is it worth visiting?** If you’re using Tivat as a launch pad for exploring the wider Bay of Kotor, genuinely yes. Accommodation is cheap, roads are quiet, and Kotor’s old town and the mountain villages above it are atmospheric in grey weather in a way they simply aren’t when packed with cruise passengers. If Tivat itself is the destination, the honest answer is wait until May.
This works best for independent travellers who drive, photographers who like moody light, and anyone who finds peak-season Adriatic tourism exhausting.
**Practical tip:** Rent a car on arrival. The bus connections around the bay are infrequent and the real appeal of the region in March is going wherever looks interesting without being timetable-dependent.
