Herceg Novi sits at the entrance to the Bay of Kotor, and unlike Budva or Kotor Old Town, it hasn’t been completely swallowed by tourism infrastructure, which is exactly why budget travelers do well here. Accommodation is cheaper, locals are friendlier to slow travelers, and you can actually find a room in peak summer without booking six months ahead.

The best area for budget stays is the old town and the steep streets climbing above it, particularly around the Kanli Kula fortress and the Sat Kula clock tower. This is where small family-run guesthouses and apartment rentals cluster. You’ll pay between 25 and 45 euros a night for a clean private room, and many include a balcony with genuinely good views over the bay. The walk down to the waterfront promenade, known as the Šetalište, takes about ten minutes and involves stairs, but that’s how you stay under budget here.

The Topla neighborhood, stretching east along the coast toward Igalo, is worth considering if you want slightly flatter terrain and easier access to the pebble beaches. Prices drop a little further from the old town center, and you lose almost nothing in terms of convenience since local buses run the route regularly for less than a euro.

Avoid booking anything that markets itself as a hotel in Herceg Novi without reading reviews carefully. A handful of older socialist-era properties have received cosmetic renovations but charge inflated rates for mediocre facilities. They’re not terrible, but the family apartments beat them on value every single time.

The one booking mistake people consistently make is reserving through large platforms without messaging the host directly. Many guesthouses in Herceg Novi will offer a meaningfully better rate through direct contact, often including breakfast or a free airport pickup. The platform fee inflates prices significantly, and owners genuinely appreciate cutting it out.

If you’re traveling in May, June, or September, availability is good and prices drop noticeably. July and August bring more visitors but Herceg Novi still feels calm compared to most of the Montenegrin coast.
