That said, everything is open, the city is alive, and the beach situation is excellent. Cascais and Estoril are 40 minutes by train and completely accessible. Many locals actually leave the city in August, so July still has a functioning, energetic population rather than a ghost town staffed entirely by tourists.

Anyone who loves warm evenings and outdoor dining, beach people, families with school-age children who simply have no flexibility, and people who want Lisbon buzzing rather than quiet. **One practical tip:** start your sightseeing before 9am. Seriously. The castle, the viewpoints, Belém — they’re magical before the tour groups arrive, temperatures are still comfortable, and you’ll actually enjoy them instead of enduring them.
