People interested in the naval history and the excellent free maritime museum, anyone who wants to use Toulon as a base for driving around the Var region without summer prices, and honestly, people who just like cities when they’re living their actual lives rather than performing for tourists.
It’s not Toulon’s best month, but it’s not a mistake to go either. It’s just a different, quieter trip.
