The area around the Grand Socco and Petit Socco has the highest concentration of budget riads and hostels, and the atmosphere is genuinely lively without feeling overwhelming. Look for places slightly off the main tourist drag within the medina to get better prices without sacrificing location.
The Ville Nouvelle, the French-built district just outside the medina walls, is worth considering if you want slightly more breathing room and easier access to the train station. Mid-range budget travelers will find small hotels here offering clean rooms with private bathrooms for reasonable prices. It lacks the character of the medina but it is quieter and easier to navigate, which some people genuinely prefer.
Avoid the port area itself. It looks convenient on a map but the immediate surroundings are scrappy and the accommodation quality rarely matches even modest expectations. The area around the old Spanish quarter can also feel isolated at night.
