Don’t expect beach bars, most hotels, or anything resembling a tourist infrastructure. The town functions for the 15,000 or so people who actually live here year-round, and you’re a guest in their February, not in their summer product.
**Is it worth it?** For the right person, genuinely yes. If you like off-season wandering, you enjoy a place feeling real rather than performed, and you’re happy entertaining yourself with walks, strong coffee, and not very much happening – Ulcinj in February has a melancholy charm that’s hard to find elsewhere on the Adriatic coast. It’s also extremely cheap. Accommodation prices drop significantly and you’ll negotiate practically anything.
It’s not worth it if you need sunshine to enjoy a trip, or if you’re hoping to experience Ulcinj’s famous summer energy, its beach scene, or its night life. That version of the town simply doesn’t exist right now.
