April in Tivat sits in that slightly awkward shoulder season where the town hasn’t quite decided if it’s awake yet. The weather is genuinely pleasant for walking around – 16.8°C means you’re comfortable in a light jacket without melting, which is honestly a relief if you’ve ever visited the Bay of Kotor in July and felt like you were being slowly cooked. There’s around 30mm of rain spread across the month, so expect a handful of genuinely grey, drizzly days rather than constant sunshine. Pack a waterproof layer and stop catastrophising about it.
The crowds are minimal, which is either wonderful or slightly eerie depending on your personality. Porto Montenegro, the marina development that dominates modern Tivat, is operating at maybe a quarter capacity. Some restaurants are open, some are firmly shuttered with no explanation, and you’ll occasionally find yourself wandering past closed doors wondering if anywhere serves food. The superyachts haven’t arrived in numbers yet, so the marina has an oddly peaceful, slightly abandoned quality that some people genuinely love.
What’s actually open and reliable: the basics. Cafes and bakeries serving locals tick along perfectly well. The Old Town area near the Arsenal is accessible and uncrowded. Day trips around the bay to Perast or Kotor are absolutely viable and significantly more enjoyable without summer tourist volumes – those towns are similarly quiet but functional.
Swimming isn’t happening unless you’re either very brave or from Scandinavia. The sea temperature lags behind the air significantly.
**Is it worth it?** For slow travellers who like wandering, reading in cafes and genuinely experiencing a place without performance, yes absolutely. For people expecting a buzzing Riviera atmosphere with full restaurant menus and beach clubs – come back in June.
**One practical tip:** Rent a car. Tivat itself is small and walkable, but April’s real value is exploring the Bay of Kotor freely, stopping wherever looks interesting, without depending on buses that run infrequently and sometimes inexplicably don’t show up at all.
