Let’s be honest about the weather first. Seventeen degrees sounds reasonable until you factor in that Montenegro’s Bay of Kotor turns into a rain magnet in November. Over 440mm across the month means you’re not dealing with occasional showers – you’re dealing with days where the water comes down hard enough to bounce off the cobblestones and the bay disappears into grey. Pack accordingly, and then pack something else waterproof on top of that.
What you get in exchange is a town that actually exhales. Perast has maybe 350 permanent residents, and in summer it can feel like a stage set overrun by day-trippers off cruise ships. November strips all that back. The two islands – St. George and Our Lady of the Rocks – sit in the mist looking genuinely mysterious rather than photogenic. The baroque palaces along the waterfront are still magnificent, just without anyone elbowing you out of shot.
Most restaurants close or drop to weekend hours, and the handful that stay open become your living room by default. You’ll eat well and cheaply, and the owner will probably sit down and talk to you because what else is happening. The boat to Our Lady of the Rocks operates on reduced schedule and depends on who you can persuade locally – this is not a formal timetable situation.
Is it worth it? For certain people, absolutely yes. If you like having beautiful places mostly to yourself, if you find melancholy light atmospheric rather than depressing, if you’re writing something or thinking through something or simply done with crowds, Perast in November makes a lot of sense. It’s also significantly cheaper across accommodation.
If you need warmth, reliable sunshine, or open facilities to feel like a holiday is working, go in May or September instead. No judgment – just honesty.
**Practical tip:** Bring a dry bag or at least a waterproof cover for your camera or phone. The rain here arrives sideways off the bay without much warning, and the light when it breaks through afterwards is the whole reason you came.
