Ulcinj doesn’t have the polished tourist infrastructure of Budva or Kotor, and for budget travelers that’s actually good news. Fewer crowds mean better deals, and locals here are genuinely invested in the visitors who do show up rather than processing them like numbers.
The old town area sitting on the cliff above the sea is the most atmospheric place to base yourself. Small guesthouses and private rooms rented through local families dominate here, and you can find a clean double room for somewhere between 20 and 35 euros per night if you book directly or arrive in person outside of August. The views are outstanding, the walk to the main beach is short, and you’re close to restaurants and the small market. The stone streets are steep and uneven, which matters if you’re carrying heavy luggage or have mobility concerns.
The area around Mala Plaža, the main town beach, is convenient and slightly cheaper than the old town. It’s a bit more chaotic during peak season but genuinely quiet in May, June, and September. Hostels here are basic but functional, and some family-run places will negotiate on price for longer stays.
Avoid booking expensive hotels on Long Beach if you’re on a tight budget. That stretch is beautiful but accommodation prices spike significantly, transport into town isn’t always straightforward without a car, and the beach itself gets crowded with day-trippers who don’t stay there anyway.
The biggest booking mistake people make is reserving through major platforms during peak July and August without reading cancellation policies carefully. Local guesthouses often have better rates if you email or call directly, but some have strict no-refund policies that don’t appear prominently online. Always confirm this before paying.
For true budget travel, late September is the sweet spot. The sea is still warm, prices drop noticeably, and you’ll sometimes find yourself the only guest in a guesthouse, which means the host has time to give you genuinely useful local advice about where to eat and which beaches are worth the walk.
