Photographers, hikers doing the coastal paths, couples who want peaceful rather than buzzing, anyone visiting Butrint ruins nearby without a tour group in their eyeline. It works beautifully for that crowd.
**Who might be disappointed**
Anyone primarily coming for beach and swimming culture. The water temperature hovers around 16 degrees. People do swim. Those people are built differently.
